Button position when people joining a table

From Gala last night...

10 seat table, but playing 8 handed, seats 1 and 2 are empty.

Button is at seat 9, so seat 10 is SB, seat 3 is BB.

A table breaks and players fill seats 1+2.

Who is SB/BB next hand?


If the button moves to seat 10, this would cause seats 1 and 2 to be sb/bb. Fine, except seat 3 was just BB, which would mean they would pay the BB twice in 3 hands and so the button should move to seat 2.

Thoughts?

What actually happened was seat 1 paid the BB only and seat 2 was UTG. Typical bs of everyone shouting their opinion at the floor manager so he can't make the correct ruling instead of him just being given the facts of where the button was and who paid the blinds.

next hand, button moves to seat 3 and everyone dealt in...blinds posted as normal etc..
