By the power of Random Number.

I'll make a spreadsheet with a random number function. e.g. 1 > 43 if 43 runners in the race. Say, no. 24 is picked, i'll assign that horse to the first player. Then remove that row so there are 42 left, and pick a number between 1 > 42, and so on.

The order of picking will also be decided randomly before the horse draw.
