This Christmas I'm organizing a small festival in London and i was interested in setting up a Crown and Anchor stall. Is this legal? Do i still need to apply for a License ? If the punters exchanged cash for vouchers and could only gamble with those, is that legal?

Basically , does any one have any advice on the subject? It would be hugely appreciated.
