Post Poker question - to settle a bet!

We have a bet between a few of us, and we need help to resolve it. We are struggling to find a definite answer on poker rules websites. If anyone can help please do so. Question:

4 people playing holdem, pre-flop, the play is raised, 1 player folds but show's his cards at the same time. Is this allowed?

No, this is not allowed. If this was a casino tournament, the player would get a warning for the first offense, a time penalty for the second (either 10 to 20 minutes, or 1 orbit), then banned from the game for the third offense.
Mango: Anyone watching Graeme Norton? They've got that actress who was in that accident recently! Reece...
    s4ooter: Witherspoon?
    Mango: No, with a car.

I believe it is allowed however if there are 2 players in a hand and one is all in. The other player can turn his cards before he makes a decision. I got told this was allowed i that true?

That depends on where you play. Some places allow that, others don't. Best to check for a ruling before you try that one.

Obviously if you're the last to act and everyone else is all in, then you can fold and show your cards.
